They don't quite have the hax in and of themselves, but they do have shareable immortality that they'd be able to use to bring others under their banner, magic that drenches areas in sea water based attacks, and the ability to salvage superior One Piece vessels from deep underwater with an undead workforce, even disregarding their ability to resurrect dead sea monsters or some of their other nonsense.
Sure, they aren't winning a straight fight, but I think twenty years is enough to bring enough of the powers that be under their thrall to wreck things entirely while their various oddities keep them a relevant, talked about entity. Hell, they play things right they could get free transport all over the world to help with "salvage" after fights around islands, only to plant seeds for long term issues.
While they do have some to offer, they aren't so subtle as to do this without being connected, and the World Government does have enough non-fruit users to go in and smash most of the higher rank vampires.
Better off than the Skaven but I don't think they can succeed.

Yeah, the problem of One Piece is that it's a brick verse, while there are some hax, none of these are actually that complex.
Even Dragon Ball has waay better abilities. (Example; Janemba, Hit, Moro, etc)

There is some good hax, but the issue is it's almost all limited to specific people, with rare exceptions.
Moria's fruit is good. Perona's. Doffy and Sugar.
There is hypnosis but we only really know two people who can do that (Django and Goldenweek), it's fairly rare for a thing that exists. So the military power is largely based on bricks, and the Marines specifically seem to aim for raw power devilfruits for it's elites more than anything tricky.

Basically. From the HST perhaps only Toriko and Bleach have more impressive hax tbh, along with DB in some continuities

The Spriggan would be Alvarez, and they're the single strongest nation in Fairy Tail so of course.
I'd say Fiore (the main, notably smaller Spain-shaped nation) could as well, though they'd be reliant on guilds, especially FT, and not their military. Which is ok but outmatched by the guilds.
The historical kingdom of Dragnof could've in it's day, what with it having dragons.
Guiltina, it's hard to tell what the government situation is, whether it's one nation or many who're in an alliance or if only some of them are together, but the forces used against Aldoron by the Guiltina Magic Council were very impressive in number, and the alchemists were quite powerful too, especially with Athena.
Edoras forces could not. Them being limited to magic items, and apparently much smaller forces than Earthland, pretty much rules that out.

The D'ni empire from Myst could do it. They can literally just drop WMDs on World Government ships and islands from another direction without any real chance of retaliation.
However, they probably aren't the weakest.

Atrus used on to see if a particularly ancient Age was safe and it came back cracked and melted (and was hot enough to set the linking chamber on fire) after being gone for a few seconds. Turns out the Age destabilized in a bad way and they linked the guy in the suit into the middle of a star going Nova as that is basically the only thing that could do that to a suit. The guy inside the suit survived.
Granted that was one of the old suits, it did mechanically replicate the movements of the person inside but it was slow and cumbersome. The newest suits created right before the fall are much smaller and lighter and doesn't seem to really hinder mobility much at all being practically skin tight. I doubt the Maintainers Guild decided to use significantly less protective suits given how overly critical they were about making sure that the Ages would last forever.
I doubt hitting them with some old world nukes would bother someone wearing that. So they have armored vehicles, and their own version of power armor that is even more protective than Fallout's.
Honestly we never really see the full limit of their capabilities in the Myst game series (which is a combat-free puzzle game series that takes place in setting after the D'ni civilization has fallen) and books, especially on the combat front, so a lot is up in the air.
However, dropping WMDs from a different dimension works just fine, and is a capability we know for certain.

Not gonna lie. I think the Golden Dawn members from To Aru are also a good match..Most of them are pathetically weak compared to most One Piece top tiers, but even then, their Hax alows them to challenge the Magic Gods, as these ones are even unsure of being able to take the Golden wizards on a serious fight, making a Magic God doubt of winning a fight against you is an impressive feat
